Along with asbestos and lead, the bill says a cosmetic is “adulterated” if it contains dibutyl phthalate, diethylhexyl phthalate, formaldehyde, formaldehyde releasers, mercury and related compounds, isobutylparaben, isopropylparaben, butylparaben, propylparaben, toluene, triclosan, carbon black, or per- and polyfluoroalkyl substances (PFAS).
